Gold match with unrank player in rank game? WTF Riot

So my boyfriend and I played ranked games a lot, and we've been matched with unranked player more than 10 times. He is gold and I am silver. The unranked players don't even know how to play, (20 min 20 cs as adc? 0/7 at 10 min?) and ALWAYS messed up the game. Come on riot, wtf are you doing?

That's not where unranked people start. They start at around Silver 5/Silver 4, that is how it's always been. Of course, this is assuming they have never played ranked before on that account. Some of the players you see that are unranked just haven't played enough ranked games for the current season, but they were ranked in previous seasons.
