[Client]Disconnecting in champ select not terminating a match

Yesterday, my ISP died a horrible death, but it was great because it decided to drop off the face of the earth right after picking my champ, with half the people still to choose, I thought lucky me, lucky them. When I closed out the game, it even gave me the warning about being barred from the queue for a while for leaving champ select. I log in today and I've got an agreement before me not to leave a game again and sure enough, there the game is in my match history.

This wasn't degradation, nothing was going out of my isp, so the game started without me actually there.
