[GAMEPLAY] Elise Rappel Bug

Elise Rappel states that upon enemy cast, Elise's "Spider Queen" bonuses from her passive are increased by 100%. However, upon numerous instances of practice tool experiments, it doesn't increase the damage at all. Steps to reproduce:

1. Auto attack in spider form a practice tool dummy, note damage
2. Rappel onto the dummy and auto attack, note damage. Expected results: Damage and healing is increased by 100%. Observed results: Damage (and possibly healing) are not increased by 100%. Reproduction rate: 100% (ironically enough)
