Remake -- couldnt remake despite all criteria being fullfilled!

We had a graves whom stuck at 40% suddenly started the game, you will see him moving a few pixels in the start but other than that, he did nothing -- no items no moving i assume other than that. This is just something I recorded of the loading screen.

According to the criteria: /Remake becomes available at 3:00 if a player is disconnected or flagged as inactive for 90 seconds. First blood against a player's team before they leave/dc will prevent a /remake vote.

The only thing possible is that he moved a tiny bit every minute which I just find weird to believe, the reason his character moved in the start was because he was flagged as not connected and went to the afk spot, and not because he clicked. Could you investigate this further?
