Leaver buster glitch?

So when i was playing a game with a friend. His game didn't seem to load in, and he was getting all over it. And he finally "reconnected" and my team remade and then when we were in the end game loading screen, he got leaver buster even though he reconnected. I was wondering if you (Riot) could look into it in detail because, I was wondering if it was a glitch that you guys could fix or its just that he was a.f.k. Or you could take out leaver buster and implement a system that de-buffs e.x.p. or i.p. Just a questionably glitch or just simple a.f.k. Please, Please, Please respond
