[CLIENT] failing to log into PVP.net chat service

My client fails most, but not all of the time to log in to the PVP.net chat service. I just get a perpetual "Logging onto chat service..." at the bottom of the screen, and I cannot see my friends list or chat with anybody in champion select. Not having champion select chat available really makes draft games hard to coordinate. Once in the rift, I can chat normally.

To reproduce, I simply launch LoL normally. I would say about three times out of four it fails to connect to the chat service.
