Why is Viktor disabled while he is a free champ?

If you have to fix a bug for a champion, dont disable said champ while they're on free week. I have been waiting for 4 days to play Viktor again while i am saving IP, and now i cant play him. I know this has happened before with another champion, i cant remember who but its annoying anyway.

If you're disabling him while he's a free champ, you better put him in rotation again next week, Rito. Same for all champs during fixes.
