Unable to Open Run page

During Champion Select, unable to access the rune selection page. The game acts as if the window is in view, making any items underneath the window inaccessible, and shows the top portion of the rune window and the X to close it. The X is functional.

Initially, it was available, I went to create a new rune page and then it disappeared and acted as described above. Had to dodge the match in order to continue. Luckily it was normals and I needed at least 5 minutes to assemble this post, so no harm and no foul.
