Devourer isn't doing much devouring.

I was playing Shaco in a ranked game recently.... And uh... at 30 stacks on my devourer, I had 30 wolf ghosts following me around, those of which not only minion blocked my team and I, but the enemy team as well.... Yeah... is that normal? These minions basically followed me around the entire map, and just stacked around each other.
