Client is bugged

Is anybody else getting this issue? Hextech crafting is gone, there's a weird white box that says chat in the bottom right and the friends, chat and notification buttons are in the wrong order and flashing. Also can't use any of the friends, chat or notification buttons which is kind of annoying.
