Honor capsules

I've been honor level 3 for about two weeks already and still haven't gotten a single honor capsule. A friend of mine said he got some when he achieved honor 3 but I didn't get any when I reached it. I've played everyday since then and have gotten honored multiple times but still no luck. Is something wrong?
