. I bought a item called "Rylai's Crystal Scepter"
. According to this item's passive, when casting spells to some enemy, the enemy will be slowed. However, when I used 'E' (Ravage) on an enemy, the enemy was not slowed! Hello, Riot, please fix this problem on the next patch. Thank you!
It's not a bug, it's intended, because Ravage procs on-hit effects. Any ability can proc either on-hit effects (procs autoattack, its modifiers like sheen etc and lifesteal) or spell effects (Rylai slow, Luden's/Runic echo(es) proc, Rylai's slow, spellvamp).
I have been an Evelynn main for year and years now. And the state that Evelynn is in now is, in my opinion, the worst state she has ever been in. There are many many bugs with Evelynn... Some of them off the bat of my head are:
And one may say that these don't happen often and they don't matter, they are just small bugs. But they happen WAY more frequently than you would think, I can't even 2 games without seeing a glitch with eve. It's super annoying and the hate spike bug really screws your jungle clear as well...
