Not receiving Hextech chests...

Currently, I am drowning in key pieces... 38 whole keys to be exact. I would find that this is uncommon for most players, and that, in fact, the opposite is often true. So when I meet the requirements for receiving a Hextech Chest, (receiving S's, Not having it on a champion before, and having available chests), I still don't receive one on many occasions (not always) ... So if there's anything that I'm not noticing, or if it is an error; please explain to me what might be happening.

Do you own the champions you're playing as?

you can only get 4 chests every X amount of time and it shows in your profile. "when next you can get a chest" I would check that, because that blindsided me a few times. (I was really bummed after another S XD) If that isn't the case I'd send a support ticket to riot
