Irelia Tooltip wrong?

hey i was wondering if the irelia tooltip for the e-ability is wrong. it says she will stun while the targeted champ got more HP in percentage than her but it also works while the hp is equal or am i wrong? like 100% vs 100% and she is able to stun instantly right?
