[Gameplay] Kayle E and Thunderlords

(Context) Prior to the most recent patch, Kayle's E empowered autoattacks has always added 2 stacks for the purpose of Thunderlords. Thus making Q+Autoatk proc thunderlords instantly.

As it is right now, E empowered autoattacks only add 1 stack for Thunderlords. Also I am pretty sure this is a bug, this can be entirely on purpose. This is can be replicated in Practice Tool and normal games.
