Says Unlock Champions, Doesn't List Skins Owned, Doesn't Let you buy skins [CLIENT]

I cant see skins i own, cannot buy new skins and it says i do not own the champions. I Click a skin or champion to access their full list of skins and thats when the problem occurs.
