[Bug] Sion failed to use Q and R after being silenced

Sion can not ult after being hit with a silence if he is charging up hit Q at that time. For the rest of the game the spells Q and R will not work even if the ult had not been unlocked yet.

I do not remember what items i was using at the time of either but it was very clear that after being silenced I was no longer able to use my spells. It was noticable within a few seconds.

It has happened to me twice now. Once during a bot match when i was playing for a quick win and just a few minutes ago in an ARAM.

The champions that caused this were Garen's Q and Fiddlestick's E.
