Jarvan Ult Bug?

I was playing a game as Jarvan, and when I was met with Yasuo or Riven, they would consistently pass through my ultimate. The tooltip clearly states that the ultimate creates an "Impassible Terrain", but I guess they missed the asterisk that pointed out that champions who used wind could catch a breeze on their way out.
