Arcade Hecarim missing the end note on his recall, has been bugged since season 3 or 4

I've reported this about a million times but nobody seems to care (so much so that I probs haven't played heca in 2 seasons and still remember this), on his recall there is an end note, that instead of playing is totally silent. Compare the recall now to the recall he had in Season 3 on the Arcade Skin and you'll see

Doesn't seem like a hard fix to me...

Also there are many Quinn bugs in my post history that have gone unfixed and make her very unreliable, from being stuck in walls to her passive just failing to proc completely.
