[Gameplay] kassadin forcepulse backlash

This bug is about when using Kass E (forcepulse) after using the skill and moving forward while using it you are hit with the slow , this can also happen when using the e and then teleporting onto the enemy with riftwalk. Sometimes the slow is the max effect other times its seems only partial , it could be because of its ranks put into that causes the different slow rates. To reproduce it , use force pulse while walking towards the enemy and the skill can connect or miss , the result happens more often when I connect the skill and their are minions somewhere in the cone path , for the effect to appear on yourself. Now some would say it could be lag or bad pathing if minions are involved , it still happens when there is no minion wave as well.
