[GAMEPLAY] Lee Sin's safeguard does not apply a shield if used mid-dash

Steps to reproduce:

1. Land q and then follow it up with the dash portion
2. Cancel the dash with his w by jumping to an ally

Most of the time (~90%), both Lee Sin and the ally do not receive the safeguard shield

This bug has been around for at least a few years but here is a couple of videos from recent patches: 8.15 video 8.14 video 8.13 video
