League Client bugged

This is a screenshot I took from last night. The 4 buttons on the bottom aren't clickable and they flash from blue to gray to white. When someone sends me a message it doesn't pop up and the far right button has a question mark on it. I can still press Play and play a game. After the game it goes back to this display. I tried relogging and it still comes up as this. I reinstalled the patcher and it seemed to fix it last night but it happened again today. I'm in the process of reinstalling everything to see if that fixes it. Any information would be greatly appreciated!
