Background splash bugged?

So i'm trying to change my background on my profile and it seems to be bugged? The cog icon isn't showing up, it shows up then dissapears? Help?

Hi friends, this feature is being gradually enabled across regions, which is why it’s not available everywhere yet. I don’t have the specific rollout plan to share, but please be patient as the team makes it available. Sorry I don’t have more details, but didn’t want people worried it was bugged and not being addressed.

Same here, i want to change mine but can't find it
If I click off & Click on Profile, the Cog does appear for a split second. But it doesn't do anything when do anything when & if you click on it.
It's not enabled on all regions yet. It will roll out over time.
So this will be like Sword Art Online, only you can never stop playing League?
