Can't connect to chat in champion select. Client

I have a problem that occurs sometimes when i go into champion select. I can't connect to the chat before a long time has gone and everyone has picked their roles. My messages are also delayed once i connect, they often don't appear before it has gone about 45 seconds after i have pressed enter and sent them. I have tried reinstalling the client and tried to repair it but nothing seems to work.
