[CLIENT] Unable to choose rune setup in champion select

I entered an ARAM champ select to find myself unable to change my runes with the message "You must be level 8 to choose your rune setup". I am a level 61ish account, so this should not have happened. This also persisted across two ARAM champ selects (the first game was dodged, second game also happened) and over multiple champions. Screenshot: https://imgur.com/a/Zft0l
