[CLIENT] Two windows during champ select

Steps to reproduce:

1. Queue. The error occurs during champ select
2. Wait for "Failed to create dump file (error 183)"
3. The league client may restart and spawn a second window

[Edit]: After reading other reports about error 183, I'm pretty certain it isn't spectator related, so I removed the reference to spectator mode in my post.
