Champ select freezing

I have had too many games within the past couple days where I have a queue leaver penalty slapped on me because the client freezes and slows out during champ select, causing it to be stuck at 0 seconds (usually at pre ban) and over booted because it won't go to ban phase and the afk timer sees I haven't banned even though I can't, I have talked with multiple people and about 40% of people are having this problem off and on. It is making the game literally unplayable
