Launching LoL fails, 4 LoL patchers run in background

just today i began getting the "pvp.net patcher is not responding error"

this occured immediately after the game crashed while loading into a ranked game

now, whenever i attempt to launch the game (as admin or not, does not matter) NOTHING happens, except 4 occurences of the patcher appear in background proccesses in the task manager

anyone have any ideas?
