Ranked Series Bug? I Re-qualified for the same series..

I played yesterday and got into my Promo Series and ended the series 1 - 1. I came back today to play my last series game and ended up winning however I didn't change rank. I stayed in the same Tier and only re-qualified for another series in the same tier I should of just won my way out of. A Bug? A Glitch? What in good sweet fudge is going on? Riot?
