I was level 30 but now level 12

I logged in and it says I am level 12 now and that I do not have any of the champions I bought. I have restarted the client a few times but it does not fix the issue. any advice and fixes? I can't even start a game. the screen turns black after I start any match. I can't play rank anymore either since I don't fit the requirements anymore...
