Time to FIX that summoner spell reset!

This has gone on for long enough - no suggestions on how to fix it, and no change for several patches. Every game, I, and I see several others, get Cleanse and Mark/Dash. And in custom games, I can't even change it - just get the message "an error occured!".

I've tried a "full Hextech repair", but to no avail.

Does anyone know how to fix this, or got suggestions on what to try?
