the lee sin chroma skins dont work half the time so would it be riot's fault or is it on my end?

I've seen a couple reports of this, and several have been instances of the chroma not actually being selected.
When using the chromas, do you have the Dragon Fist Lee Sin skin selected, and have you selected one of the chroma color options? The pack automatically defaults to using the parent skin, not a chroma. I've attached a screenshot of Pool Party Leona's chroma pack in champion select to give you a better idea of what I mean.

Last week, I was having the same problem. It occurred in team builder though.
