I was under the impression that spell vamp was going to be removed as a game mechanic; however the mastery Vampirism still grants 2% spell vamp. If this is actually a bug, it would also be worth checking if Morgana and Akali passives still grants spell vamp.

Will of the Ancients was removed. But there are plenty other ways to acquire spell vamp currently. I'm not sure if Riot intends on removing it entirely from the game, rather than just through items.7
Here is a list of ways to get Spell vamp currently in League:
's passive offers up to 20% spell vamp at level 16 iirc. 
also has spell vamp through the activation of his ult I believe.Those are the only ways I know of.
I'm not too shabby about the spell vamp removal, I thought it was a nie way to sustain, but I also understood how broken it was for AP draintanks like Vlad or AP Maokai. I'm just hoping they give us a little clarity on the subject in a near future.
This is not a bug. They only removed the possibility of getting spell vamp from items, not from runes, masteries, or abilities.
