Invisible abilities, champion icons, minimap, and small chat box

When I get into games, I cannot see the champion icons on the left until someone dies, the abilities and minimap borders are invisible until leveled up or hovered over. I have tried repairing my client and uninstalling, but the problem still persists. My chat also appears to be scaling dependently with the HUD which is disadvantageous to players who wish to have a small HUD while still being able to communicate with their team or time objectives. The champion icons also make the game more difficult as I now have to memorize which teammates are assigned to which F key instead of being able to glance over. I also cannot hover over the icons while playing champions like Janna to use a shield in a teamfight.

note: when I reinstalled the client and adjusted my HUD settings while fixing my config, the chat was fine. however, after loading into another game, the chat problem returned. The invisible champion icons and ability problems were never fixed.
