Possible Tenacity Bug

With the release of patch 4.20 I noticed what seems to me to be an unintended interaction of items with the new Elixir of Iron. Traditionally tenacity has had a soft cap of 35% outside of certain situations (usually champion skills giving a champion extra tenacity) due to items having tenacity, not being capable of stacking. I'm not sure if it's an intended interaction, but elixir of iron and merc treads gets you to 51% tenacity currently, and you can continue to stack it higher with champion abilities.

Dude, tenacity doesn't have a cap. You can literally stack it as long as there are infinite different items. The real tenacity is calculated via the following formula: Item #1% tenacity+(Item #2% tenacity*[100%- Item #1% tenacity])+(Item #3% tenacity*[100%- Item #1+2 tenacity])...+(Item #5% tenacity*[100%- Item #1-4% tenacity]...etc. This stacks multiplicative with the level 21 defensive mastery, Irelia's passive and items. Irelia has possibly the highest tenacity rating, assuming she has smite, at 89.4955937% tenacity or in short, 89%(since everybody rounds down the figure if it's not over 0.5%). Using that, we can calculate your tenacity from the picture using: 35%(boots)+(35%*65%)(elixir)+(25%*42.25%)(current passive)+(15%*42.144375)(level 21 mastery)=64.1772813% tenacity, unless I'm missing something out.
