Purple Trailblaizer devourer item Bug?

So when you see this item in the shop it says 50% attack speed and bonus magic damage on hit, but when you buy it and it is in your inventory it says 40% attack speed and 10% cooldown reduction so it just does something entirely different than what the shop says it should do? I checked it multiple times now and it says the same thing every time.
