Having some lags in the game not based on FPS or ping

Hello !

Recently i am having a very strange lag in the game it goes like this : i am playing at mid lane lets say with Zed against Yasuo , everything is going well and then comes a moment when both me and Yasuo stand still and my hp starts droping the screen gets red but the champions dont move and the minions too. after 1 or 2 seconds suddenly lee sin apears beside me lowering my hp with his attacks and yasuo hitting me 2 and only then i can move but its too late to run already and i die . I had this problem recently when i updated my Nvidia and Downloaded then new Call of duty. I reall tryed reinstaling the game but it didnt work i am guessing its somthing with the Nvidia yet i dont know what or maybe the Direct X ? anyway if someone can help me with this pls answer! btw: The FPS and the Ping are good so its not an internet problem

have been having this as well

earlier today in the middle of a teamfight i just stopped for a few seconds (others kept moving though) then everything resumed as normal after a quick fastforwarding to catch up to where the game was at

the thing that really got me about it was a team mate saw me fighting then just stop dead (team mate was first dead in fight) he wrote in chat "panth?" while i was typing "i cant move" and we had hit enter at the same time, which must have caught him off guard because as he asked the question i insta-answered XD

anyways, most of the time hp bars will just ghost chunk away and screen will go red when its my hp but nobody is hurting eachother (visually) just random hp bar drops then all the sudden ppl will be dead (usually me) i cant garen-tee this isnt my fps (recently loss fps indicator :( ) but i know its not the internet, ive done speed tests and they come out fine, so i assume its either ritos servers or perhaps their service with specific providers? i have no real knowledge as to what it could be though :(

thx rito for the fix when it comes as this is the type of fix u usually wont get thx for im sure (dont notice the problems gone cuz there is no problem to remind you of the problem thats gone or else the problem thats gone wouldnt be fixed now would it?)
