[GAMEPLAY] Bard uses R, no cooldown timer, but can't reuse R as if on cooldown

When Bard dies while using R, usually the ult doesn't come out but you hear the activation noise. In the last game I played, the ult came out, freezing the units in the area, but the cooldown timer didn't activate, making me think that I could use it again. I tried, and nothing happened as if it were on cooldown. Eventually, I could use the R again, and everything was back to normal, but there was no way for me to know when it was available. To reproduce:

1. Have ult up, and get to low life.
2. Just before dying, use R.
3. Time dying so that the R comes out, but you die.
4. Check to see if your cooldown timer reset. It only happened one freak time.
