Teemo Toxic shot not procing spelltheif's edge

Played a game as support thinking he could be a high income support like or , however i quickly found out that toxic shot does not proc the passive gold/damage from the blue support item tree . I assume this is a bug and non intentional since it procs the dots from passive but i

may be wrong. Please let me know.
