Image Link Issue in patch 5.13 Notes

The Link provided is an edited version of the one followed (at least for myself) when clicking on the Karthus Chroma skin pack image in the patch notes for 5.13. I do not know if this issue is already known or even occurring for others. The link I am being sent to has an additional "%3Fv" after the .png in the address, not a huge issue really.
