Announcer is sometimes late/Player names appear outside of screen

Dear Rioters,

So ever since patch 5.14 (Bilgewater) I noticed something about the game announcer. Both the lady we know so well and the pirate guy for the event. Sometimes they are late to announce kills or deaths. It's not a new thing, it used to happen maybe once every 5 games. Now every game atleast 4-5 times it happens. Your teammate would get a kill and you would see it pop up and after atleast 5 seconds you hear the announcer say it. And it's even worse for double or triple kills. I don't have any footage of this happening, I would need to record my game and look for it. Is this a latency issue with my and my connection? Would be nice if someone were to look into this :)

There is also a little thing with the new HUD. Player names have been removed from the TAB menu (which I don't mind). To see someones name you can hover over their champion icons in the TAB menu. I find it sometimes impossible to see the names of the players on the Blue side (See pictures below). It's not game breaking, but it's kinda an eyesore.
