Glitched IP

So lately I have been getting this bug constantly, it says i have a certain amount of IP but when i go to spend it on something it says not enough IP. But it tends to change how much i have like ill restart my client and the total amount of IP i have will go down, https://gyazo.com/407dc9ac346164687bb7f626263d565d this is after i reset my client my total IP went down again I have no clue why it does this

Mine has been jumping up and down by about 400ip for a few months now. Doesn't really seem like I'm net gaining or losing anything. Its annoying that the shop won't let me buy anything with IP until I have 400 IP more than I need.
