Good ping and fps but I get a random lag/skip every 30s or so

First forum post so i dont know if this is in the right place or whatever. Ive been playing a lot of league lately and have been noticing about every 30s or so ill be getting random skips/lags. Its like quickly going up to like 300 ping for a split second but my ping doesnt change at all. ANyone know what the problem could be or if this is a known problem and is there a fix? maybe its my drivers..? thanks,

If your system is low end it's likely stutter caused by the processor being weak. Could you give your PC/Laptop specs?

i5 7500 gt 1060 6gb 256gb ssd 8gb ram 1tb HD b250 motherboard 500 bronze psw

im going to try and reinstall to my SSD this time, i updated my drivers to the newest one available and no luck

Since the processor is a 4 core 4 thread under heavy load it could be stutter due to it, but that would mean you'd need to be streaming while on a skype call with at least 3 other processes running. Unless you are doing any of that it shouldn't be CPU. GPU is overkill for league couldn't be it either. Check RAM usage perhaps.
