Good ping and fps but I get a random lag/skip every 30s or so

First forum post so i dont know if this is in the right place or whatever. Ive been playing a lot of league lately and have been noticing about every 30s or so ill be getting random skips/lags. Its like quickly going up to like 300 ping for a split second but my ping doesnt change at all. ANyone know what the problem could be or if this is a known problem and is there a fix? maybe its my drivers..? thanks,
