[Champion selection] The mistake of Draft Pick game creation banned for 15 mins

I was banned from a Draft Pick game creation for 15 mins without any fault. Last scene in the champion selection, a person cancelled the game, not me, and then, I was forced back to the lobby with banned to creation a new game for 15 mins.

I think this is the mistake logic. I should not get the penalty with waiting time for 15 mins. I didn't do any fault. Please check this. Thank you.
