[GAMEPLAY] Brand Ulting not bouncing

When you ult a champion that is ablaze and has no other nearby champions (but there are nearby minions) his ult fizzles out.

p-straitforward bug. easy to replicate.

also the in client 'report a bug' doesn't show up on my pvp.net
