Ping jumps

This has been going on for a long time now. It started happening around 4 months after the server move, so I don't think it's related. I live in Ohio, and my ping is usually 40-50. But when i'm around two or more enemy champions, my ping skyrockets to 6000 till I die, then everyone clips into place and all the maths like added gold show on screen. Why does this happen, and how do I fix it? I troubleshooted league, uninstalled and re-installed it, and no hope. Again, it has nothing to do with the server move.... thanks
