Jungle Camp Patience Exploit

Played a bot game where an ally Heimerdinger put his turrets at a jungle camp lvl 1 and proceeded to afk (in a nearby brush) the entire game.This can be detrimental to games that have new players. Thought you should know about and implement a fix asap. Its easy to catch cause they would be lvl 1 or 2 at the end of the game. Cheers
