Nemesis Draft [Unable to Start]

As i m introduced to,in nemesis draft people can choose u a champion that u don t have.So basicly u have all the champions,but still unable to join to nemesis draft if u** DO NOT HAVE 16 CHAMPIONS** bought on your account counting with ftp.Sorry for my bad english.
