Losing promo game and " ineligible to earn loot due to leaving or AFK behaviors"? Will this be reverted, including the game?

"ineligible to earn loot" is only for that particular game, it won't affect you otherwise. Riot almost never (never) reverts LP changes or promo losses, not even if they were heavily at fault, that's just how they are.
