Ranked not being able to remake?

Just got out of a RANKED GAME where our mid lane Annie didn't move at all the whole game, didn't buy any items, and somehow we were still unable to remake the game. Granted I didn't lose much out of the lost but the idea of not being able to remake your game because someone didn't connect or afk'd the whole game is a pretty scary idea. Is anyone else getting this problem or is it just me?
